In this case it is a predefined product which can be implemented using transports. This predefined product will collect all data concerning SAP programs: Program Flow, Data Access, Extended Program Check, etc…

In case you want to use the graphical interface for displaying other data, the implementation time of this is dependent on the required result but should not be taking much longer than writing another SAP report.
